On 30 April 2020, the Minister of Solidarity and Health and the Secretary of State for the Digital Economy referred to the National Pilot Committee for Digital Ethics (CNPEN) the ethical issues related to the design, implementation and use of digital tools in the various phases of lockdown, in particular with regard to respect for privacy and public freedoms and the structuring effects that these tools could have in the medium and long term, particularly on citizens and society.
